Adult Probation

Work of the Erie County Adult Probation and Parole Department includes:

• Community-based supervision and programs for adult offenders that keep our community safe.
• The preparation of pre-sentence investigations and other court-related and internal reports.
• The provision of related (support) services to the Court’s Trial Division.
• The collection of court-imposed fines, fees, costs and restitution from adult offenders.
• Reducing recidivism for adult offenders on supervision using evidenced-based practices.

Adult Probation/Parole Services

Adult Probation is responsible for the paroling and supervision of parole, probation, ARD, PWOV, electronic monitoring and pre-trial cases. Specialty units include:

• Collections Bureau – Collects monies from all probation, parole, ARD, PWOV, Community Service sentences, Electronic Monitoring and collections-only cases.
• Community Oriented Probation Services (COPS) – iOffered in conjunction with the Housing Authority of the City of Erie. This program offers on-site supervision in several Housing Authority sites within the city and is particularly effective there.
• Community Service – Places and monitors the completion of volunteer hours order by the Court as either part of, or all of, an offender’s sentence.
• Drug Court – A unit in and of itself dedicated to the treatment and recovery of drug addicted offenders who have been sentenced in Drug Court. This program is funded in part by the Erie County Office of Drug and Alcohol Abuse.
• Electronic Monitoring – This program tracks the whereabouts of offenders via an electronic monitoring unit, or ankle bracelet. This program acts as an alternative to incarceration for nonviolent offenders, thus helping to reduce prison overcrowding.
• Field Services – This group of 19 agents has an average caseload of approximately 165 offenders at any given time. Supervision occurs through office, home and employment visits. Compliance is ensured through breathalyzers, urinalysis, home inspections and contacts with local law enforcement and the offenders’ family, friends and neighbors.
• Intellectually Disabled Program (IDP) – This encompasses both Mental Health Court and the Mentally Ill Offender caseload. Both programs are offered in conjunction with the Erie County Office of Mental Health and Intellectual Disabilities. The individuals supervised under these programs are classified as “seriously mentally ill” and are monitored for compliance with their medications and treatment, as well as their Court-related obligations.
• Sexual Offender Program – This program and the officers involved intensively monitor the offenders both at home and in the treatment setting. This program involves the use of both a licensed psychologist and a polygrapher to help ensure community safety.
• Special Probation Services – This program is also offered in conjunction with the Erie County Office of Mental Health and Intellectual Disabilities.
